David Miller, Esq.

David Miller, Esq. is the managing partner of FLA. He was vice president and deputy director of Chase Manhattan Bank's Washington Office before establishing FLA. Earlier, he was director of tax policy for the National Association of Manufacturers, legislative representative for the Credit Union National Association, and a staff assistant on the U.S. Senate Banking Committee. He is a well-known and respected advocate for his clients before Congress and the Federal Agencies, particularly the Senate Finance, Commerce, and Judiciary Committees, and the House Ways and Means Committee. He earned a Bachelor of Arts degree in political science at Boston University, a Masters Degree in Public Administration at Northeastern University and a Juris Doctor at George Mason University. David is a member of the Virginia and District of Columbia Bars. A U.S. Army veteran, David served as an officer with various active Army and Reserve infantry and Special Forces units and is airborne, air assault and pathfinder qualified. He retired from the armed forces as a major.

Honorable Benjamin A. Gilman

Prior to retiring from the United States Congress at the end of the 107th Congress in January 2003, Benjamin A. Gilman, for thirty years had applied his experience, seniority, and expertise to benefit the people of the 20th District of New York. From 1995 to 2002, Ben Gilman served as Chairman of the House International Relations Committee, bringing his leadership and extensive experience seasoned with compassion. He had been a Member of this Committee since first coming to Congress in 1973.

During the 1981 session of the United Nations, Mr.Gilman served as a Congressional Delegate to the U.N. under Ambassador Jeane Kirkpatrick. He also served on the Ukraine Famine Commission, the U.S. European and the U.S. Mexican Interparliamentary Conferences, as Congressional Advisor to the U. N. Law of the Sea Conference, as co-chair of the Ad Hoc Committee on Irish Affairs, and on the International Task Force on narcotics.

In his advocacy of human rights, he brought about numerous "prisoner exchanges", resulting in freedom for prisoners in East Germany, Mozambique, Cuba, the Soviet Union and several other nations. Gilman has been the Executive Member of the Human Rights Caucus. During the 101st Congress (1989-91), he was the Chairman of the House Task Force on Emigration of Soviet Jewry. In 1993, he was appointed a Member of the U.S. Holocaust Memorial Council by then-Speaker Foley and reappointed by Speaker Gingrich in 1997.

Gilman was the senior Republican on the Government Reform & Oversight Committee. He also co-founded the House Select Committee on Narcotics, was Ranking Republican on that committee (1977-1989), and served as a premier Member of that Committee until its abolition in February 1993. Gilman became actively involved in fighting world hunger and malnutrition during the mid-1970's when he was recruited by the late hunger champion, singer-songwriter, Harry Chapin. Mr.Gilman authored legislation creating the Presidential Commission Against Hunger, on which he served, and subsequently, the Select Committee on World Hunger.

Mr.Gilman was a Member (1975-77) of the Select Committee on Prisoners of War and Missing in Action in Southeast Asia, and subsequently served as Chairman of the Task Force on the issue. He has taken our nation's fight for an accounting of our POWs and MIAs to Vietnam, Laos and China.

Born in Poughkeepsie, NY on December 6, 1922, Ben was educated in the public schools of Middletown, NY. He received his B.S. in Economics from the University of Pennsylvania's Wharton School of Business and Finance (1946) and earned his L.L.B. from the New York Law School (1950) - one of the few persons to enter Congress with a background in both business and law.

During World War II, Ben served as Staff Sergeant in the 19th Bomb Group of the 20th Air Force, flying 35 missions over Japan and earning the Distinguished Flying Cross and the Air Medal with Oak Leaf Clusters.

Ben Gilman served as an Assistant Attorney General in the N.Y.S. Law Dept. and as Counsel to the State Assembly's Committee on Local Finance. He served as a Member of the New York State Assembly (1966-72).

Mr.Gilman is a Member of the American Legion, the Jewish War Veterans, the Masonic Veterans, the Otisville Grange, and the Hudson-Delaware Boy Scout Council. He is a former County Commander of the Veterans of Foreign Wars, and also a member of the B.P.O. Elks and 33 degree Mason in Hoffman Lodge. Rep. Gilman is a Colonel in the New York guard and is a member of the International Enforcement Officers Association. He was a co-founder and charter member of the NAACP in Middletown, New York.

Mr. Gilman is married to the former Georgia Nickles Tingus. They reside in the Town of Greenville in Orange County, NY, and in Washington, D.C. The Gilmans have 5 children and 3 grandchildren.
 


William O'Keefe

William O'Keefe, President of the Marshall Institute, is President of Solutions Consulting, Inc. He has also served as Senior Vice President of Jellinek, Schwartz and Conolly, Inc., Executive Vice President and Chief Operating Officer of the American Petroleum Institute and Chief Administrative Officer of the Center for Naval Analyses.

Mr. O’Keefe has held positions on the Board of Directors of the Kennedy Institute, the U.S. Energy Association and the Competitive Enterprise Institute and is Chairman Emeritus of the Global Climate Coalition.

David E. Zerbee, Esq.

David E. Zerbee, Esq. Joined FLA after 25 years in the software and technology industry. Most recently, David served as General Counsel for Vastera, Inc., a global trade management software and services company. Mr. Zerbee was integral in the Initial Public Offering of Vastera in September 2000. Prior to Vastera, he held senior legal positions at Anteon Corporation and Software AG of North America. Prior to his legal career, Mr. Zerbee was a System Engineer for Software AG and Gulf Oil Corporation. He earned his Bachelor of Science Degree in Information Technology at Indiana University of Pennsylvania and his Juris Doctorate at Duquesne University School of Law. David is a member of the Pennsylvania Bar.
